Summary
Dr. Bailey has over 30 years of administrative and financial management experience in academia, nonprofit management, government, shipping and energy industry. In addition, she has over 22 years of academic experience at the graduate and undergraduate levels. She has very strong financial skills as evidenced by an M.B.A. from University of California, Berkeley, a Ph.D. in Business from the University of Southern California, and her former position as financial analyst with Southern California Edison. Her strongest skills are in the area of strategic planning for continuous improvement, designing administrative processes, systems analysis, and financial analysis. Technical skills acquired as a university administrator, professor, manager, financial analyst, contract negotiator, and Navy officer serve as the framework for a doctorate degree in business strategy and international relations. She has a strong reputation for excellence in managerial relations, strategic analysis, and negotiations. She is particularly effective in resolving complex managerial issues and providing strategic direction. She is frequently called on for public speaking engagements, including business speeches and conferences. Dr. Bailey’s employment is separated into five distinct phases: academic, energy industry, military service, strategic consulting service, and nonprofit consulting and volunteer service. In all assignments she has received recognition for significant improvements to the organizations' administrative functions, assessment tools, and strategic planning processes.

2007-Present Vice Provost for Graduate Studies, Point Loma Nazarene UniversityResponsible for the systematic planning and analysis of all graduate programs offered at PLNU. This includes the development of system-wide policies and procedures, analysis of enrollment models, strategic planning on future programs or locations, consultation with administrative and academic offices supporting graduate programs, and demonstrating the quality of graduate programs to faculty, administration and trustees.

1999-2007 Fermanian School of Business, Point Loma Nazarene UniversityDirector, Fermanian School of Business, Graduate Programs: Responsible for re-engineering the graduate program, which includes adding tracks, increasing enrollment, designing program flexibility, improving the academic quality, building a professional development program, supporting professional and regional accreditation, and ongoing strategic analysis. D irector and Founder, Armenian Center for International Development: The founder and former Director of the Armenian Center for International Development. Based on a vision shared with George Fermanian, they created an economic development center to equip undergraduate students to serve in underdeveloped economies in supporting communities in crisis. They envisioned a strategic role for the university in domestic and international micro economic development.
1993-1995 University of Redlands, Redlands, CaliforniaDirector, International Business Program: Lead faculty for International Business, Corporate Social Responsibility, and Business Ethics in adult education program. Taught in the graduate and undergraduate Whitehead College. Highlights:
- Developed a minor in international management for graduate and undergraduate programs.
- Created a very successful overseas study program in cooperation with the Institute for Economic and Political Studies at Cambridge, England.
- Mentored and supervised over 100 adjunct faculty at four Regional Centers.
- Wrote several strategic and accreditation documents for the Whitehead College.
1984-1988 University of Southern California, Los Angeles, CaliforniaAdjunct Teacher and Teaching Assistant: Dr. Bailey received the highest teaching evaluations among the School of Business faculty. She taught Corporate Social Responsibility and Business Ethics, Principles of Management, and Strategic Management to undergraduate students. In addition she was invited to consult nonprofits including World Vision International.
1987-1989 Loyola Marymount University, Los Angeles, CaliforniaAdjunct Teacher: Dr. Bailey was invited to Loyola Marymount to teach and assist the School of Business in starting a very successful Ethics Program. The School launched the first annual Ethics Conference in partnership with the Josephson Institute. She taught Corporate Social Responsibility and Business Ethics and Strategic Management to graduate and undergraduate students.
Energy Industry
1981-1984 Southern California Edison Company, Rosemead, CaliforniaFinancial Analyst: Dr. Bailey served as the principal investment advisor, contract negotiator, and capital budgeting analyst for energy joint ventures and strategic alliances. She assisted energy entrepreneurs in developing venture capital business plans; wrote and designed computer programs (IFPS) for cash flow projections including tax, financing and economic analysis; provided technical support for state and federal energy tax credit hearings; and advanced energy projects for the California Public Utility Commission hearings. Regulatory Affairs Officer: Dr. Bailey prepared testimony, research data support, and financial analysis for government hearings including the California Public Utility commission, Federal Energy Regulatory Commission, and other local, state and federal agencies. Highlights:
- Created a proactive culture in the financial investment community, which was unique in the utility industry. Introduced scenario construction, stakeholder analysis, high-low projections, and “what if” planning for strategic analysis
- Wrote and designed computer programs (Interactive Financial Planning Systems, SAS and SPSS) for project management of renewable energy projects
- Senior financial analyst for renewable energy investments including wind, solar, geothermal, hydro, cogeneration and exotics. At any time had between $500 million to more than $1 billion of capital projects and was responsible for cost engineering through capital financing with investment bankers
- Wrote numerous business plans for entrepreneurs and project managers with sophisticated cash flow and financing analysis
- Designed a computer program to assist vehicle fleet management on lease, sell and buy decisions for over 3,000 company vehicles
Military1990-1994 Military Sealift Command, San Diego/Yokohama, Japan
Executive and Department Head (Commander): Commander Bailey was activated for Gulf War I and was assigned to the Military Sealift Command, San Diego and Yokohama, Japan. She received extensive training in military and commercial shipping, import/export practices, Merchant Marine, military transportation, and Law of the Sea. She qualified as a senior military boarding officer for loading and off-loading ships and safety inspections. Highlights:
- Selected as a United States Navy Commander
- Extensive travel throughout the Pacific region
- Supervised a staff of fifty officers and enlisted personnel
- Taught Total Quality Management and Malcolm Baldridge continuous improvement processes
- Supervised command budgets and classified documents
1978-1979 United States Senate, Russell Senate Office Building, Capitol, Washington, D.C.Navy Liaison and Appropriations Officer serving the United States Senate: Lieutenant Bailey advised senators and their staff, as well as the Naval Secretariat, on legislation relating to the Navy's budget and national defense.
1975-1978 Chief of Naval Operations, Joint Chiefs of Staff, Pentagon, Washington, D.C.Administrative Aide and Special Assistant: Lieutenant Bailey coordinated the administrative and analytical support for the Chief of Naval Operations. She worked with the Joint Chiefs of Staff, Department of the Navy senior staff, White House, Congress, and foreign embassies.
1973-1975 Commander in Chief U.S. Pacific Fleet (CINCPACFLT), Pearl Harbor, HawaiiDirector, Foreign Liaison Office and Administrative Aide (Ensign): At the end of the Vietnam War, Ensign Bailey served as the administrative aide and Director of Foreign Liaison to the Commander in Chief, U.S. Pacific Fleet. She supervised the logistic support for American and foreign dignitaries traveling throughout the Pacific and worked directly with foreign governments, intelligence agencies, Congress, and other military services involving international security. During her tour of duty as a member of the Admiral's immediate staff, she worked around the clock for key international crisis including the fall of Saigon, Mayaguez incident, the Korean crisis on the DMZ, and numerous other international events that required her to work directly with the White House and Department of State under extraordinary circumstances.

1995-1999 Strategic Aliance for Leadership Training (SALT), Temecula, California Founder and Executive Director: Dr. Bailey founded a consulting business for advising faith-based agencies for strategy, financial planning, and leadership training.
