Joshua Alcorn, Senior Consultant

Joshua Alcorn is an alumni of Point Loma Nazarene University where he received his B.A. in Graphic Communications and Business Administration.  He went on to receive his Master of Public Administration (M.P.A.) in Non-Profit/Public/Organizational Management degree at The George Washington University.  Mr. Alcorn is a Strategy & Operations Consultant at Deloitte Consulting LLP, currently serving Federal Health clients with eight years of experience supporting organizations in the areas of process improvement, strategic planning, fundraising, and program development.

Mr. Alcorn has developed funding strategies for a health organization, conducted interviews with executives, board of directors, and external stakeholders, and facilitated a working session with client executives to identify major funding challenges and solutions to address them. Capt. Pete Estridge, Officer Selection Officer

Pete Estridge graduated from The George Washington University with a Bachelor’s Degree in Economics.  While at George Washington he was a member of the Phi Beta Kappa.  Capt. Estridge currently serves as the United States Marine Corps Officer Selection Officer for San Diego, California.  He is responsible for finding and screening highly qualified young men and women for application to Marine Officer Programs.  He has trained, coached, and mentored 31 selected candidates to prepare them for the rigorous evaluation of Officer Candidates’ School.  Capt. Estridge received the Navy and Marine Corps Achievement Metal and the Navy and Marine Corps Commendation Medal.

Sean Harrington, Strategy and Operations Consultant

Sean Harrington is a graduate of Biola University where he received a Bachelor’s Degree in Political Science and Government.  Mr. Harrington joined Deloitte as a consultant in 2013.   Since joining Deloitte, he has gained further experience in Project and Program Management, creation of client project workflow, and organizational re-design through remodeling client workforce structure.  Mr. Harrington is responsible for business process improvement, strategic policy initiatives, webpage maintenance and development, maintaining training programs, and using manufacturing experience to create process work flows.

Mr. Harrington also works with CoP senior leadership to create decks and materials to present to potential clients.  He is currently leading three ongoing Business Development efforts with the support of Directors and Senior Partners in the San Diego and DC areas.  He is a motivated and driven young professional with diverse work experience in public and private sectors with extensive formal education and personal study in international affairs, politics and business.  He is responsible for solving complex problems, making confident recommendations to executives on business operations, and he is an integral part of global expansion and increased profits.  He finds business solutions through analytics and research and presents the recommendations in an effort to nourish the growth of the company.  Mr. Harrington is a dedicated leader with a calling to public speaking, relationship building, research and service. 

Alliant International University, California School of Forensic Studies

Dr. Eric W. Hickey, Dean

Dr. Eric Hickey is the Dean of the California School of Forensic Studies at Alliant International University where he oversees the growth of graduate and undergraduate programs in applied criminology and criminal justice. As Professor Emeritus at California State University, Fresno, he has taught courses in the psychology of crime, serial and mass murder, profiling sexual predators, victimology and criminal personalities. 

Dr. Hickey has considerable field experience working with the criminally insane, psychopaths, sex offenders and other habitual criminals. He is a court qualified expert in paraphilia including pedophilia, child molestation, fetishes; stalking; adult rape and sexual assault; violent criminal behavior including robbery, burglary and homicide (solo and serial). Dr. Hickey currently assists local, state, and federal law enforcement in training and investigations, as well as the review of cold case files. He also collaborates with the Mark Songer Institute, which provides a wide range of crime lab and crime scene training services. He has worked closely with California’s Peace Officer Service Training (POST) in developing course material and job aids for investigators. He is a member of an FBI Threat Assessment Regional Evaluation Team that addresses campus violence and potential threats. 

Dr. Hickey has published several books and articles on the etiology of violence and serial crime. His most frequently cited book, Serial Murderers and Their Victims, 2013, 6th ed., (Wadsworth-Publishers), is used in universities and by law enforcement in studying the nature of violence, criminal personalities and victim-offender relationships. Currently, he is researching female sex offenders, necrophilia and levels of psychopathy in serial killers.

Dr. Hickey's expertise is regularly sought by the media including appearances on CNN, Hist Chan, NPR, Larry King, 20/20, A&E, GMA, CBC, Tru TV, Oxygen, Discovery, OWN and TLC. He is also the Crime Expert for Answers.com.

Tim Mathues, Sr. Human Resources Analyst/Veteran Outreach Coordinator

Tim Mathues is a seasoned Human Resources professional with a background in Recruitment and Placement, Employee Relations, Compensation Analysis and Classification.  He is also very active with re-employment of veteran’s rights and a strong supporter of those rights.

As the Veteran Outreach Coordinator, Mr. Mathues is solely responsible for planning, directing and organizing the activities of the Department of Human Resources Veteran Outreach Program for the County of San Diego.  He is also responsible for performing professional human resources work Countywide, in the areas of recruitment and classification. His focus is developing and executing hiring initiatives that relate to veterans, college recruiting, and diversity programs.

Neil Ray, International Trade Attorney

Neil Ray studied law at the College of Law, London and London School of Economics and Political Science.  Mr. Ray is an International Trade Attorney at Sheppard Mullin in San Diego where he has worked for over ten years.   He is dual-qualified as an English solicitor (non-practicing) and California attorney.

Mr. Ray advises on all aspects of U.S. and EU law relating to international trade and investment and has substantial experience with export controls (EAR / ITAR), economic sanctions (OFAC), and customs laws and regulations. Mr. Ray also regularly counsels clients on anti-bribery/anti-corruption, anti-competition, and privacy laws and regulations and has substantial experience of defending companies against U.S. government investigations.
